Be it enacted by the General Assembly of Virginia:

1. That § 63.2-801 of the Code of Virginia is amended and reenacted as follows:

§ 63.2-801. Food stamp program.

The Board is authorized, in accordance with the federal Food Stamp Act, to implement a food stamp program in which each political subdivision in the Commonwealth shall participate. Such program shall be administered in conformity with the Board regulations.

Each electronic benefit transfer card issued to a food stamp program recipient shall display a photograph of such recipient. The Department shall, pursuant to federal regulations, establish procedures to ensure that all eligible household members or authorized representatives of the recipient are able to access benefits from the account as necessary. The Department shall enter into memoranda of understanding or other similar agreements with other departments, agencies, and institutions of the Commonwealth, including the Department of Motor Vehicles, to share photographs, when available.
