17101731DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 23.1-600.1 as follows:
§ 23.1-600.1. Tuition assistance for non-Virginia students; proceeds from state debt and revenues generated from state taxes and fees.
A. No public institution of higher education shall use any proceeds from state debt or revenues generated from state taxes and fees that are appropriated to such institution to offer any form of tuition assistance to any non-Virginia student.
B. Each public institution of higher education shall separately account for proceeds from state debt and revenues generated from state taxes and fees that are appropriated to such institution and shall provide a report of expenditures from such account to the House Committee on Appropriations and the Senate Committee on Finance upon the request of such committees.
