AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding a section numbered 23.1-2911.1, relating to Virginia Community College System; computer science training and professional development activities for public school teachers.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-2911.1 as follows:

§ 23.1-2911.1. Virginia Community College System; computer science training and professional development activities for public school teachers.

A. The Virginia Community College System, acting through Northern Virginia Community College and in consultation with the Department of Education, shall contract with a § 501(c)(3) nonprofit organization to develop, market, and implement high-quality and effective computer science training and professional development activities for public school teachers throughout the Commonwealth for the purpose of improving the computer science literacy of all public school students in the Commonwealth.

B. Northern Virginia Community College, with the approval of the State Board for Community Colleges, shall establish an advisory committee for the purpose of advising the college and its nonprofit partner organization on the development, marketing, and implementation of training and professional development activities pursuant to subsection A. The Secretary of Commerce and Trade, the Secretary of Education, and the Secretary of Technology shall each submit to the college a list of names of qualified individuals, and the college shall appoint members to such advisory committee from such lists.

2. That the provisions of this act shall not become effective unless an appropriation to the Virginia Community College System effectuating the purposes of this act is included in a general appropriation act passed in 2017 by the General Assembly that becomes law.
