SUMMARY AS INTRODUCED:
Suspension of driver's license for unpaid fines, etc.; written offer of employment. Provides that the Department of Motor Vehicles shall restore a person's driver's license that has been suspended for failure to pay court-ordered fines, costs, forfeitures, restitution, or penalties if the person pays the required reinstatement fee and presents to the Department a written offer of employment that is contingent on the person's possessing a driver's license. The bill also provides that, in order for the license to be restored, the employer making the written offer of employment must agree to withhold 10 percent of the person's disposable earnings or $100, whichever is greater, per month for the payment of unpaid fines, costs, forfeitures, restitution, or penalties. The bill also requires the person whose license is restored, within six months from the date of restoration, to petition each court that suspended his license for, and enter into, an agreement to make deferred payments or installment payments of unpaid fines, costs, forfeitures, restitution, or penalties and, if the person does not enter into an agreement with each court within the six-month period, requires the Commissioner of the Department of Motor Vehicles to suspend his license.
