SUMMARY AS PASSED HOUSE:

Certain students with limited English proficiency; standard diploma; credit flexibility. Requires the Board of Education to make provision in its regulations for flexibility for any student with limited English proficiency to earn the credits required for a diploma. The bill requires such flexibility to permit local school divisions to award credit to such students who have failed reading, writing, or mathematics Standards of Learning assessments by a narrow margin, as defined by the Board.

SUMMARY AS INTRODUCED:

Certain students with limited English proficiency; standard diploma; credit accommodations. Requires the Board of Education to provide in its regulations for credit accommodations for any student with limited English proficiency who entered and established residence in the United States for the first time during the summer immediately preceding his sixth grade year or later to earn a standard diploma. The bill requires such credit accommodations to permit local school divisions to award verified units of credit to such students who have failed English or mathematics Standards of Learning assessments by a narrow margin.
