SUMMARY AS INTRODUCED:

Local taxes; rate of interest on certain refunds. Permits localities to pay a rate of interest on tax refunds that are due to taxpayer error equal to the interest localities charge on delinquent taxes or the average amount of interest earned by localities on the overpayments, whichever is less.
