SUMMARY AS INTRODUCED:
Judicial officers; recording citizen complaints. Requires that when a complaint of a criminal offense is made to a judicial officer by any person who is not a law-enforcement officer, the examination of the complainant and any other witness by the judicial officer shall be recorded by a mechanical or electronic device.
