Bonds for institutions of higher education. Authorizes issuance of bonds pursuant to Article X, Section 9 (c) of the Constitution of Virginia in an amount up to $40,987,000 plus financing costs for revenue-producing capital projects at institutions of higher education. The bill contains an emergency clause and is identical to SB 61.
