SENATE JOINT RESOLUTION NO. 214
Commending Robert A. Stalzer.

WHEREAS, Robert A. Stalzer, a leader in the use of public-private partnerships to implement planning decisions and build facilities and communities, has been named to the College of Fellows of the American Institute of Certified Planners for his outstanding achievements in urban planning; and

WHEREAS, Robert Stalzer was recognized by the American Institute of Certified Planners (AICP) in the category of professional practice; being honored as a member of the AICP’s College of Fellows is the profession’s highest honor; and

WHEREAS, AICP Fellows have shown excellence in professional practice, teaching and mentoring, research, public and community service, and leadership; they have made positive and lasting contributions to the planning profession, which works to create communities that offer better choices for where and how people live; and

WHEREAS, Robert Stalzer has extensive experience in helping organizations to come together to make positive decisions for communities; he played a key role in the planning and establishment of the 100-acre West Ox Complex in Fairfax County, a $250 million communications, emergency management, and transportation operations facility jointly owned and operated by Fairfax County and the Commonwealth of Virginia; and

WHEREAS, Robert Stalzer initiated and led the drafting of the 2015 Strategic Plan to Facilitate the Economic Success of Fairfax County, which included more comprehensive strategies than are traditionally incorporated in economic development initiatives; it was the first plan of its kind adopted by the Fairfax County Board of Supervisors; and

WHEREAS, additionally, Robert Stalzer is a leader in creating tools that help communities make positive planning decisions regarding issues such as capital improvements and the establishment of new facilities, including parks and recreation areas; and

WHEREAS, Robert Stalzer, who earned a bachelor’s degree from Clark University and master’s degrees from the University of Oklahoma and Syracuse University, has influenced government officials from across the Commonwealth as a teacher of planning and public administration at Virginia Polytechnic Institute and State University and George Mason University; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Robert A. Stalzer for being named a member of the College of Fellows of the American Institute of Certified Planners for his outstanding achievements in urban planning; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Robert A. Stalzer as an expression of the General Assembly’s admiration and congratulations for his leadership and exemplary accomplishments that have helped define the places where Virginians live and work.
