SENATE JOINT RESOLUTION NO. 203
Celebrating the life of Jerald Teresa Hickman-Joyner.

WHEREAS, Jerald Teresa Hickman-Joyner, a retired administrator for the Newport News Redevelopment & Housing Authority who was a leader in her community, a woman of great faith, and a devoted wife and mother, died on February 21, 2016; and

WHEREAS, Jerald “Jerri” Hickman-Joyner was born in Brooklyn, New York, and was reared in Amityville, New York; she graduated from Andrew Jackson High School, where she played basketball and was a member of the majorette team; and

WHEREAS, Jerri Hickman-Joyner attended Pace University and the School of Mortgage Banking at Northwestern University; she was certified as an economic development finance professional by the National Development Council; and

WHEREAS, early in her career, Jerri Hickman-Joyner worked in the banking industry in New York; she relocated to Hampton in 1979 and became the commercial loan program manager for the Newport News Redevelopment & Housing Authority (NNRHA), playing a key role in the city’s efforts to provide affordable housing; and

WHEREAS, the Tidewater Peninsula was Jerri Hickman-Joyner’s home for the rest of her life; she contributed her talents to many organizations, including serving as president of the Hampton Roads Conference of Minority Public Administrators and the Newport News Neighborhood Federal Credit Union, and she was a member of the American Society of Public Administrators; and

WHEREAS, a strong advocate for home ownership and community improvement, Jerri Hickman-Joyner volunteered her time as president of Peninsula Habitat for Humanity and served on the boards of Girls Inc. of the Greater Peninsula, the YWCA of South Hampton Roads, and the Boys and Girls Club of the Virginia Peninsula Greater Hampton Roads Unit; and

WHEREAS, Jerri Hickman-Joyner retired from the NNRHA in 2011 after 31 years of service as a commercial loan officer; she and her husband opened Pembroke Autobody Shop and in their spare time they enjoyed fishing, riding in their convertible, and taking cruises; and

WHEREAS, a woman of great faith, Jerri Hickman-Joyner worshipped at Providence Baptist Church and later joined Sixth Mount Zion Baptist Temple; throughout her life, she was known for her work in the community and willingness to lend a hand; and

WHEREAS, Jerri Hickman-Joyner will be greatly missed and fondly remembered by her husband, Melvin; children, Jasmine and Ashley, and their families; and many other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Jerald Teresa Hickman-Joyner, an administrator for the Newport News Redevelopment & Housing Authority, whose work benefited many families in Newport News, and a community volunteer, a woman of great faith, and a devoted wife and mother; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Jerald Teresa Hickman-Joyner as an expression of the General Assembly’s respect for her memory.
