Commending Barbara Donnellan.

WHEREAS, Barbara Donnellan, a dedicated public servant, retired as county manager of Arlington County in June 2015, after nearly 32 years of work to serve and strengthen the community; and

WHEREAS, Barbara Donnellan holds bachelor’s and master’s degrees from St. John’s University; she began her career in Arlington County government in 1983 as a budget analyst with the Department of Management and Finance, where she rose to director; and

WHEREAS, Barbara Donnellan served as acting director of the Department of Libraries, deputy county manager, and acting county manager before becoming the first woman county manager in Arlington County in 2010; and

WHEREAS, during Barbara Donnellan’s tenure as county manager, Arlington County received national acclaim for the Crystal City Sector Plan, opened Long Bridge Park on the Potomac River and Arlington Mill Community Center, and revitalized the Columbia Pike corridor; and

WHEREAS, Barbara Donnellan was instrumental in facilitating numerous public-private partnerships to benefit Arlington County, and she oversaw efforts to expand affordable housing options; and

WHEREAS, a respected authority on local government throughout the region and the Commonwealth, Barbara Donnellan is a board member of the Virginia Resources Authority and an active member and leader of the Metropolitan Washington Council of Governments; and

WHEREAS, Barbara Donnellan has earned numerous awards and accolades for her personal and professional service to the community, including the 2009 Fannie Mae Volunteer of the Year Award from Leadership Greater Washington and the 2013 Community Impact Award from Leadership Arlington; and

WHEREAS, Barbara Donnellan lives in Fairfax County with her husband of more than 30 years, Kevin Donnellan, and plans to seek new opportunities to serve her community after her well-earned retirement from public office; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Barbara Donnellan on the occasion of her retirement as county manager of Arlington County; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Barbara Donnellan as an expression of the General Assembly’s admiration for her service to Arlington County and the Commonwealth.
