WHEREAS, for 30 years, David Bailey Associates, a public relations and government affairs firm in Richmond, has produced the Red Book, an essential, annual resource for members of the General Assembly, staff, lobbyists, visitors, and students; and

WHEREAS, in 1986, David Bailey was inspired by a fellow lobbyist to convert his personally annotated C & P Telephone Company directory into a convenient, portable resource that he and his fellow lobbyists could use to serve better their clients; and

WHEREAS, David Bailey laid out the original copy of the Red Book, also known as Virginia Capitol Connections, on his living room floor and completed the first edition in the fall of 1986; the book was first printed by Clinch Valley Printing in Tazewell and is now printed by Wordsprint in Wytheville; and

WHEREAS, the pocket-sized Red Book contains the names and contact information of legislative and executive officials as well as color photos and other helpful facts, such as their legislative aides and assistants, names of spouses, and birthdays; and

WHEREAS, the Red Book has become a common sight on the desks of General Assembly members and their aides, and is a trusted resource for anyone wishing to learn more about the membership or structure of state government; David Bailey Associates also produces a Spanish language version of the book; and

WHEREAS, Red Book is produced by David Bailey Associates at no cost to Virginia taxpayers; for many years, thousands of copies were sponsored by Donnie Ratliff and Alpha Natural Resources, and in 2016, the Virginia Chamber of Commerce supported the distribution of a record 35,000 copies; and

WHEREAS, Red Book has succeeded with the hard work of the dedicated staff members of David Bailey Associates, including John Sours, Kristen Bailey-Hardy, and countless interns over the years; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend David Bailey Associates for its service to the General Assembly and the Commonwealth on the occasion of the 30th anniversary of Red Book; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to David Bailey of David Bailey Associates as an expression of the General Assembly’s admiration for its diligent work to produce Red Book, one of the most helpful and most used publications in state government.
