WHEREAS, Scott K. York served admirably and tirelessly the people of Loudoun County as chair of the Board of Supervisors for 15 years, providing guidance and stability during a period of historic change and growth; and

WHEREAS, Scott York became active in county government in 1992 when he joined the Loudoun County Planning Commission; he served on the Board of Supervisors beginning in 1996 as the representative from the Sterling District before being elected chair of the board in 2000; and

WHEREAS, under Scott York’s steady and calming leadership, Loudoun County has successfully transitioned from a mostly rural county to a rapidly growing suburban locale whose household median income is the highest in the nation; and

WHEREAS, Scott York has presided over major changes to Loudoun County’s population and economy; more than 70 percent of the world’s Internet traffic flows through technology companies located in the county, and its current population of 370,000 is double that of 15 years ago; and

WHEREAS, when Scott York became chair of the Board of Supervisors for Loudoun County, he focused on implementing a policy of managed growth for the county; he successfully forged regional partnerships and promoted the extension of the region’s Metro subway system to the county’s border; and

WHEREAS, today, as a result of Scott York’s leadership, Loudoun County boasts a vibrant, diverse, and growing economy while maintaining its rural character; business investment is strong, the education system is highly regarded, and transportation improvements have been made; and

WHEREAS, Loudoun County is one of the Commonwealth’s most dynamic and rapidly growing areas; Scott York attributes the county’s strengths to the hard work and long-range planning undertaken by the Board of Supervisors and to the dedicated professionals who work for the county; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Scott K. York for his many years of inspiring leadership as chair of the Loudoun County Board of Supervisors from 2000 to 2015; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Scott K. York as an expression of the General Assembly’s respect and admiration for his many years of selfless work on behalf of the people of Loudoun County and the Commonwealth.
