Celebrating the life of Richard Langley Settle, Jr.

WHEREAS, Richard Langley Settle, Jr., a businessman, public servant, and civic leader who dedicated his life to supporting and strengthening the well-being of the Southwest Virginia community and the great people of Southwest Virginia, died on April 16, 2015; and

WHEREAS, Richard Settle grew up in Russell County and attended Clinch Valley College; he served his country as a member of the United States Air Force at the Pentagon; and

WHEREAS, for 31 years, Richard Settle was a dedicated employee of Verizon, beginning his career as a pole climber and rising through the ranks to retire from the company as Southwest Area Manager of External Affairs; and

WHEREAS, possessed of an entrepreneurial spirit, Richard Settle founded and served as president of Settle Associates, Inc., a business consulting practice in government relations and economic development; and

WHEREAS, Richard Settle worked to enhance the quality of life of his fellow residents as chair and vice chair of the Russell County Board of Supervisors; he served as a member of the Southwest Economic Development Commission, a member of the board of directors of Virginia Economic Bridge, and a charter member of the Southwestern Virginia Technology Council; and

WHEREAS, respected for his expertise, Richard Settle was appointed to the Virginia Coalfield Economic Development Authority, where he served as chair and vice chair, and the Virginia Workforce Council; in addition, he was selected as Virginia’s special envoy to an economic summit in Japan in 2001; and

WHEREAS, Richard Settle volunteered his time and wise leadership with Sandy Valley Masonic Lodge No. 17, the Wise County Shrine Club, and Kazim Temple in Roanoke, and he enjoyed fellowship and worship with the community at Miller View Primitive Baptist Church; and

WHEREAS, Richard Settle dedicated himself to the proposition that Southwest Virginia would be constrained neither by geography nor hard times; and

WHEREAS, Richard Settle embodied a generosity of spirit as broad as both his smile and the Mountain Empire to which he contributed 65 years of hard work, common sense, and unfailing good cheer and optimism; and

WHEREAS, Richard Settle will be fondly remembered and greatly missed by his wife, Janet; children, Jamie and Sarah, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Richard Langley Settle, Jr., a respected businessman and a tireless servant to his fellow residents of Southwest Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Richard Langley Settle, Jr., as an expression of the General Assembly’s respect for his memory.
