Be it enacted by the General Assembly of Virginia:

1. § 1. The Virginia Information Technologies Agency shall include as a component of any small business enhancement measure implemented by the Governor pursuant to subsection B of § 2.2-4310 of the Code of Virginia a requirement for a minimum of five percent utilization by the Virginia Information Technologies Agency of service disabled veteran businesses as defined in § 2.2-2001 of the Code of Virginia.
