16103364DWHEREAS, Phoebe Marion Fitz Wallace of Richmond, a proud veteran of the United States military, a talented artist and gardener, a woman of deep faith who was a missionary in western Canada, and a devoted wife and mother, died on December 13, 2015; and
WHEREAS, Phoebe Wallace was born in Boston, Massachusetts, and attended The Windsor School before earning a bachelor’s degree from McGill University; she then joined the United States Women’s Army Corps and was a captain in the Military Intelligence section; and
WHEREAS, in 1945, Phoebe Wallace married William “Billy” Jefferson Wallace, Jr.; the couple lived at Hampstead in New Kent County for many years, where they raised a family and were active in the community; and
WHEREAS, a gifted artist and sculptor, Phoebe Wallace also loved to garden and was a member of the Martha Dandridge Woman’s Club; throughout her life, she always sought the best in people and was much loved by her family and friends; and
WHEREAS, a woman of deep faith, Phoebe Wallace was a member of St. Peter’s Episcopal Church in New Kent and served as a missionary in the Peace River Valley in Alberta, Canada; her experiences there were the basis of a book published in 2003 that she co-authored, Letters from the Peace; and
WHEREAS, Phoebe Wallace, who was predeceased by her husband, will be lovingly remembered and greatly missed by her children, William, Marion, Harriet, and Reginald, and their families; and many other family members and friends, all of whom remember her positive outlook and lovely smile; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Phoebe Marion Fitz Wallace of Richmond, who served in the United States Women’s Army Corps and was an artist, gardener, missionary, and a devoted wife and mother; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Phoebe Marion Fitz Wallace as an expression of the House of Delegates’ respect for her memory.
