WHEREAS, Hilleary Bogley, a passionate advocate for the welfare of animals and the founder of the Middleburg Humane Foundation, was named a 2015 Fauquier County Citizen of the Year; and

WHEREAS, the Fauquier County Citizen of the Year award honors individuals who have made exceptional contributions to their fellow Fauquier County residents or the county as a whole; Hilleary Bogley was nominated by Scott District Supervisor Harold Trumbo; and

WHEREAS, in 1987, Hilleary Bogley opened Scruffy’s Ice Cream Parlor to raise awareness for animals in need and support animals in foster care; in 1994, she founded the Middleburg Humane Foundation to continue her benevolent mission; and

WHEREAS, Hilleary Bogley and the Middleburg Humane Foundation established a several-acre farm shelter where animals that had suffered neglect or abuse could be rehabilitated, and the foundation recently broke ground on a new, state-of-the-art headquarters and shelter outside Marshall; and

WHEREAS, Hilleary Bogley also serves as a court-appointed animal welfare investigator in Culpeper and Fauquier Counties; now, therefore, be it

RESOLVED by the House of Delegates, That Hilleary Bogley hereby be commended on being named a 2015 Fauquier County Citizen of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Hilleary Bogley as an expression of the House of Delegates’ admiration for her contributions to the Fauquier County community.
