HOUSE RESOLUTION NO. 207
Commending Memory Porter.

 

Agreed to by the House of Delegates, March 9, 2016

 

WHEREAS, Memory Porter retired in 2015 as a legislative assistant for the Virginia House of Delegates Committee on Transportation; and

WHEREAS, beginning with the 1980 Session of the General Assembly, Memory Porter served for many years as Loudoun County’s legislative liaison, having been promoted to Chief of Legislative Services in 1986 and designated as Assistant to the County Administrator in 1988; and

WHEREAS, Memory Porter earned the confidence of two county administrators, seven chairs of the Loudoun County Board of Supervisors, and seven different boards, all having diverse philosophies, goals, and political affiliations; and

WHEREAS, Memory Porter gained an encyclopedic knowledge and understanding of Title 15.1 and then Title 15.2 of the Code of Virginia and other statutes affecting local government, for which she is respected and admired by local officials throughout the Commonwealth; and

WHEREAS, Memory Porter is highly regarded by legislators, staff members, and other lobbyists for her understanding of legislative issues and procedures; she often served as a reliable, nonpartisan source of information about bills affecting local government, regardless of whether she supported or opposed those bills; and

WHEREAS, Memory Porter’s tireless advocacy led to the passage of many legislative measures of benefit to Loudoun County, including notably the creation of the Route 28 Special Transportation District; she retired as legislative liaison in 2007; and

WHEREAS, in 2008, Memory Porter became a legislative assistant to the chair of the House Committee on Transportation, serving under the Honorable Joe T. May from 2008 to 2013 and the Honorable Thomas Davis Rust from 2014 to 2015; and

WHEREAS, Memory Porter’s knowledge and expertise were critical assets to the committee as it considered many important pieces of legislation, including the bipartisan transportation funding and reform package of 2013; now, therefore, be it

RESOLVED by the House of Delegates, That Memory Porter hereby be commended for her contributions to the citizens of Loudoun County and the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Memory Porter as an expression of the House of Delegates’ admiration for her service and best wishes on a well-earned retirement.
