HOUSE RESOLUTION NO. 191
Commending George G. Belfield, Jr.

 

Agreed to by the House of Delegates, March 8, 2016

 

WHEREAS, George G. Belfield, Jr., who served with great skill and dedication as town manager of Tappahannock for 35 years, retired in December 2015; and

WHEREAS, George G. Belfield, Jr., was named acting town manager in 1980 after serving as an inspector for four years; he was appointed Tappahannock’s town manager in 1981, responsible for the operations of the historic locality, which is the seat of Essex County; and

WHEREAS, during George G. Belfield, Jr.’s, tenure, many improvements and upgrades were made to Tappahannock’s infrastructure, including construction of a new water treatment plant in 1986 and two subsequent upgrades to the plant in 2000 and in 2010, and installation of a new well in 1993 and in 2010, when a new tank also was installed; and

WHEREAS, George G. Belfield, Jr., supervised other capital improvements that benefited the residents of Tappahannock, including a modern police department, a new municipal building completed in 2006, a new vehicle shop and relocation of the maintenance shop, the area’s first curbside recycling program, and development of an annexed area as a retail hub; and

WHEREAS, the citizens of Tappahannock have benefited from George G. Belfield, Jr.’s, fiscal management skills; he prepared 37 annual budgets for the Town of Tappahannock, while keeping local taxes lower than the norms; and

WHEREAS, George G. Belfield, Jr., who established model policies for loss prevention, personnel, and emergency operations procedures, has received numerous accolades and awards for his outstanding work as town manager of Tappahannock; and

WHEREAS, George G. Belfield, Jr., made valuable contributions to regional government agencies; while serving on the board of the Rappahannock Regional Justice Academy, he helped secure the original funding to build a new complex for the academy; and

WHEREAS, George G. Belfield, Jr., served his community as president of the Richmond County Rescue Squad from 1975 to 1986; he also was president of the Virginia District XV Little League Umpires Association for many years and was assistant football coach at Essex High School from 2000 to 2009, the year the team won the state championship; now, therefore, be it

RESOLVED by the House of Delegates, That George G. Belfield, Jr., who admirably served for 35 years as manager of the Town of Tappahannock and provided sound leadership and advice, hereby be commended; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to George G. Belfield, Jr., as an expression of the House of Delegates’ respect and admiration for his dedicated work on behalf of the people of Tappahannock and best wishes in retirement.
