Commending Richard C. Shickle, Sr.

WHEREAS, Richard C. Shickle, Sr., who admirably served as chair of the Frederick County Board of Supervisors for 16 years, presiding over a period of great economic growth and capital improvements, retired on December 31, 2015; and

WHEREAS, Richard Shickle grew up in Frederick County and graduated from James Wood High School; he then earned a bachelor’s degree from Virginia Polytechnic Institute and State University as a certified public accountant; and

WHEREAS, a strong and visionary leader, Richard Shickle served the people of Frederick County as a member of the board of supervisors for 20 years; he was the Gainesboro District representative for four years before becoming chair of the board, and at the time of his retirement, he was the longest-serving chair at-large of any board of supervisors in the Commonwealth; and

WHEREAS, during Richard Shickle’s tenure on the board of supervisors, Frederick County experienced strong economic growth, including business relocation and expansion by firms such as HP Hood LLC, Kraft Foods Group, ThermoFisher Scientific, and the Navy Federal Credit Union; and

WHEREAS, capital improvement projects in Frederick County that took place during Richard Shickle’s service on the board of supervisors include the Mary Jane and James L. Bowman Library, the Frederick County Public Safety Building, the Frederick County Transportation Center, Millbrook High School, and several other schools; and

WHEREAS, under Richard Shickle’s leadership, the Rural Areas Recommendation and Report was issued and the Frederick County Economic Development Authority was established, both of which are helping the county plan for the future; and

WHEREAS, Richard Shickle recently retired as vice president for administration and finance at Shenandoah University for 32 years; he oversaw the growing university’s business operations and physical plant and coordinated student employment, legal services, and insurance programs; and

WHEREAS, Richard Shickle made many valuable contributions to Frederick County and Shenandoah University during a long and productive career in public service, and in retirement, he looks forward to spending more time with his wife, children, and grandchildren; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Richard C. Shickle, Sr., an outstanding Virginian who retired as chair of the Frederick County Board of Supervisors after 20 years of exemplary leadership; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Richard C. Shickle, Sr., as an expression of the General Assembly’s respect and admiration for his outstanding accomplishments and service to the people of Frederick County and the Commonwealth.
