HOUSE JOINT RESOLUTION NO. 486
Commending the Reverend Charles Robinson Philips.

WHEREAS, the Reverend Charles Robinson Philips, a respected spiritual leader in Henrico County, retired as pastor of Overbrook Presbyterian Church on December 31, 2015; and

WHEREAS, Charles Philips began working in youth ministry while attending Sterling College in Kansas and ministered Cassleton Union Church before graduating from Friends University; and

WHEREAS, in 1970, Charles Philips moved to California and worked in youth ministry at three schools in Los Angeles; he earned a master’s degree from Gordon-Conwell Theological Seminary in Massachusetts in 1979 and was ordained a minister by the Presbyterian Church; and

WHEREAS, Charles Philips served as senior pastor of Mount Pleasant Presbyterian Church in Aliquippa, Pennsylvania, and Cocoa Presbyterian Church in Cocoa, Florida, helping both congregations grow and develop new and innovative ministries to better serve their communities; and

WHEREAS, in 2003, Charles Philips relocated to Virginia to pastor Overbrook Presbyterian Church in Henrico County; he touched countless lives in the community by working with the congregation to establish a day school for troubled youth and an afterschool program that provided free child care to local families; and

WHEREAS, as pastor of Overbrook Presbyterian Church, Charles Philips ably managed the Cosby Endowment Fund, which has provided hundreds of thousands of dollars in scholarships, medical support, and outreach to support at-risk youth and single-parent families; and

WHEREAS, Charles Philips has been active with civic and service organizations in Henrico County and the Richmond area, and he led several church mission trips to locations in the United States and throughout the world; and

WHEREAS, as a fourth-generation minister, Charles Philips has carried on a proud family tradition of spiritual leadership, and his son has followed in his footsteps as an ordained minister; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Reverend Charles Robinson Philips on the occasion of his retirement as pastor of Overbrook Presbyterian Church in 2015; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Reverend Charles Robinson Philips as an expression of the General Assembly’s admiration for his legacy of service and spiritual leadership in the Commonwealth and throughout the United States.
