WHEREAS, William T. Frazier, a longtime leader in historic preservation and community revitalization, has been named to the College of Fellows of the American Institute of Certified Planners for his outstanding achievements in urban planning; and

WHEREAS, William Frazier, who is a founder of Frazier Associates, was recognized by the American Institute of Certified Planners (AICP) in the professional practice category; being designated a Fellow by the AICP is the profession’s highest honor; and

WHEREAS, AICP Fellows have shown excellence in professional practice, teaching and mentoring, research, public and community service, and leadership; they also have made positive and long-lasting contributions to the planning profession, which works to create communities that offer better choices for where and how people live; and

WHEREAS, William Frazier, who has been at the forefront of historic preservation and revitalization efforts in the Commonwealth and beyond for almost 40 years, pioneered the use of written and illustrated design guidelines for historic districts throughout the Commonwealth; nearly 50 sets of guidelines have been produced for use by architectural review boards; and

WHEREAS, Frazier Associates was founded by William Frazier and his wife, Kathy; the firm has prepared more than 40 urban design plans for communities in the Commonwealth, and it has provided professional services through the Virginia Main Street program for 29 years; and

WHEREAS, William Frazier, who earned a bachelor’s degree and two master’s degrees from the University of Virginia, previously was director of the Western Region of the National Trust for Historic Preservation and worked with the National Main Street Center to expand its program; and

WHEREAS, the City of Staunton also has greatly benefited from William Frazier’s expertise as he helped lead the revitalization of the downtown area; the effort has received national recognition, and Staunton was recently named one of the Great Places in America by the American Planning Association; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend William T. Frazier for being named a member of the College of Fellows of the American Institute of Certified Planners for his outstanding achievements in urban planning; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to William T. Frazier as an expression of the General Assembly’s admiration and congratulations for his leadership and exemplary accomplishments that have helped define the places where Virginians live and work.
