HOUSE JOINT RESOLUTION NO. 426
Commending Joseph S. Paxton.

WHEREAS, after 38 years of service to the community, Joseph S. Paxton has announced his retirement as county administrator of Rockingham County, effective June 30, 2016; and

WHEREAS, a native of Salem, Joseph Paxton received a bachelor’s degree in public administration and political science in 1978, and a master’s degree in business administration with a concentration in finance in 1983 from James Madison University; and

WHEREAS, Joseph Paxton began his local government career with Rockingham County in January 1978, and has served as purchasing and accounting officer, director of finance, assistant county administrator, and deputy county administrator; he was appointed county administrator by the Board of Supervisors on January 1, 2004; and

WHEREAS, over the years, Joseph Paxton has been invaluable through his willingness to advise standing committees of the General Assembly with regards to the potential impact of proposed legislation on localities in the Commonwealth; and

WHEREAS, Joseph Paxton has shown further commitment to the Commonwealth through his willing, capable, and eager contributions as a member of the State Executive Council for the Comprehensive Services Act for At Risk Youth and Families; and

WHEREAS, it would be difficult to recognize an individual who more aptly exemplifies commitment to a career of service dedicated to one locality in the Commonwealth than Joseph Paxton; and

WHEREAS, Joseph Paxton has dedicated much of his personal time to his faith and community, including his service in numerous leadership roles at Emmanuel Episcopal Church in Harrisonburg, as president of the Diocesan Missionary Society of the Episcopal Diocese of Virginia, and as a member and treasurer of the Rotary Club of Broadway-Timberville; and

WHEREAS, Joseph Paxton has also inspired and mentored hundreds of young men through his ongoing service as a volunteer assistant football coach at Broadway High School in Broadway; and

WHEREAS, Joseph Paxton has been supported in all his endeavors by his loving family, including his wife, Annette; daughter, Kathleen; and his sons, William and Robert, and their families; and

WHEREAS, Joseph Paxton leaves a legacy of professionalism and a record of accomplishment with his years of public service to the people of Rockingham County and the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Joseph S. Paxton for his years of dedicated service to Rockingham County on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Joseph S. Paxton as an expression of the General Assembly’s respect and admiration for his contributions to the people of Rockingham County and the Commonwealth.
