2016 SESSION
WHEREAS, for 43 years, Bob F. Holton ably served the residents of the Town of Bridgewater as town superintendent, proving skilled and innovative leadership in times of change and growth; and
WHEREAS, Bob Holton was appointed town superintendent in 1972, and during his tenure, Bridgewater has doubled in size by expanding its borders and through the responsible development of residential subdivisions, despite economic downturns and reductions in state and federal funds; and
WHEREAS, providing steady and effective leadership through natural disasters, Bob Holton has helped Bridgewater endure multiple serious floods, a derecho, and contamination of the North River that affected the town’s water supply; and
WHEREAS, Bob Holton motivated his fellow members of local government to work smarter and harder to best serve the growing community, and his highly professional management style helped ensure efficiency and consistency; and
WHEREAS, treating each challenge as a way to strengthen the community, Bob Holton oversaw the development of parks along the North River that both afforded opportunities for recreation and reduced the risk of flooding; and
WHEREAS, Bob Holton also facilitated the construction of two new water tanks to provide clean water in the event of an emergency and worked toward the development of the Harrisonburg-Rockingham Regional Sewer Authority, of which he is a board member; and
WHEREAS, Bob Holton holds a master’s degree from James Madison University, where he taught night classes on public administration for many years; he inspired countless students, many of whom completed internship requirements in Bridgewater and went on to achieve great success in the field of local government; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Bob F. Holton on the occasion of his retirement as town superintendent of the Town of Bridgewater; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Bob F. Holton as an expression of the General Assembly’s admiration for his exceptional service to the Bridgewater community and the Commonwealth.
