Commending Patrick J. Coffield.

WHEREAS, Patrick J. Coffield of Waynesboro, a dedicated and effective public servant who has ably led Augusta County as county administrator for 25 years, retires in 2016; and

WHEREAS, Patrick Coffield became head of Augusta County government in 1990; he is a native of Tidewater who earned a bachelor’s degree from James Madison University, and he later received a master’s degree from George Washington University; and

WHEREAS, before assuming his post in Augusta County, Patrick Coffield worked as a senior analyst and director of research for the City of Suffolk for six years and then was assistant city manager of Portsmouth for nine years; he received invaluable training and learned a great deal about local government from his work with leaders in those localities; and

WHEREAS, Patrick Coffield applied the lessons he learned during the early years of his career to his work in Augusta County, quickly responding to requests from elected officials, hiring well-qualified staff, and effectively delegating assignments; he created a strong team that focused on the county’s best interests; and

WHEREAS, Patrick Coffield has overseen many accomplishments as county administrator, including the establishment of an industrial park in Augusta County—the Mill Place Commerce Park—and successful partnerships with nearby jurisdictions; and

WHEREAS, regional cooperation has been strong under Patrick Coffield’s leadership; the people of Augusta County have benefited from the county’s collaboration with the Cities of Waynesboro and Staunton on social services, a regional landfill, and the Middle River Regional Jail; and

WHEREAS, additionally, Patrick Coffield has recognized that responsible development in Augusta County is only possible when the appropriate infrastructure is in place; he also has been respectful of the county’s agricultural heritage—and its current position as one of the Commonwealth’s most productive agricultural areas; and

WHEREAS, Patrick Coffield has contributed his time and expertise as a member of many professional associations and organizations in and around Augusta County, including the Shenandoah Valley Juvenile Center, the Shenandoah Valley Partnership, the Staunton Rotary Club, the Virginia Municipal League, and a customer advisory board for Virginia Power; and

WHEREAS, as county administrator, Patrick Coffield has worked with many people who have focused on doing what was best for the place they call home, and he has been especially honored to be part of the team of hardworking employees of Augusta County government; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Patrick J. Coffield on the occasion of his retirement in 2016 as county administrator of Augusta County; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Patrick J. Coffield as an expression of the General Assembly’s respect and admiration for his outstanding public service to the people of Augusta County and the Commonwealth.
