WHEREAS, Joseph R. Price, a respected leader in law enforcement, will retire on March 1, 2016, after 16 years of service as Chief of Police for the Town of Leesburg; and

WHEREAS, Joseph Price graduated from the University of Scranton and desiring to serve his country, was commissioned in the United States Army Reserve; following a distinguished career, he retired with the rank of lieutenant colonel; and

WHEREAS, upon leaving active duty, Joseph Price joined the Montgomery County Police Department in Maryland and after faithfully serving the citizens of Montgomery County for 25 years in a variety of positions, including training commander, operations officer, district commander, and bureau chief, he accepted the position of Chief of Police for the Town of Leesburg; and

WHEREAS, over the past 16 years, Joseph Price’s leadership and guidance helped the Leesburg Police Department become a highly professional organization with a philosophical focus on police officers as guardians of the community; and

WHEREAS, under Joseph Price’s leadership, the Leesburg Police Department was accredited by the Virginia Department of Criminal Justice Services in 2006 and reaccredited in 2010 and 2014; and

WHEREAS, additionally, during Joseph Price’s tenure, the Leesburg Police Department received Community Policing awards from the International Association of Chiefs of Police in 2006 and 2014; and

WHEREAS, in 2015, the Leesburg Police Department, under Joseph Price’s leadership, was honored with the prestigious Webber-Seavey Award for Quality in Law Enforcement from the International Association of Chiefs of Police and Motorola for its innovative Organized Retail Crime Initiative; and

WHEREAS, Joseph Price has assumed leadership roles for many organizations and committees, including serving as chair of the Northern Virginia Chiefs and Sheriffs Group and the Northern Virginia Regional Gang Task Force; and

WHEREAS, in his well-earned retirement, Joseph Price plans to spend more time with his beloved family; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Joseph R. Price on the occasion of his retirement as Chief of Police for the Town of Leesburg; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Joseph R. Price as an expression of the General Assembly’s admiration for his service to the citizens of the Town of Leesburg, the Commonwealth, Maryland, and the United States, and best wishes for a happy retirement.
