HOUSE JOINT RESOLUTION NO. 261
Celebrating the life of Drew St. John Carneal.

WHEREAS, Drew St. John Carneal, an accomplished attorney and a passionate historic preservationist in the City of Richmond, died on September 25, 2015; and

WHEREAS, a native of New York City, Drew Carneal grew up in Bronxville, New York, and spent summers traveling to the Commonwealth to visit a family farm in Gloucester County; and

WHEREAS, Drew Carneal earned a bachelor’s degree from Princeton University and law degree from the University of Virginia, then relocated to Richmond in 1963 and practiced law with the firm Cabell, Moncure & Carneal; and

WHEREAS, beginning in 1985, Drew Carneal served the Richmond community as City Attorney, then became senior vice president and general counsel for Owens & Minor, Inc., where he retired in 2003; and

WHEREAS, over the course of his life, Drew Carneal developed a fond appreciation for the City of Richmond’s unique history and took a special interest in studying the Fan District, one of the premier historic neighborhoods in the United States; and

WHEREAS, Drew Carneal compiled his research of the Fan District’s historic homes, alleyways, byways, and parks into a book, Richmond’s Fan District, which was first published in 1996; and

WHEREAS, admired for his expertise on Richmond’s history, Drew Carneal served as president of the Fan District Association, trustee of the Historic Richmond Foundation, and director of the Historic Monument Avenue and Fan District Foundation, the Maymont Foundation, and Massey Cancer Center; he further served the Commonwealth as a member of the Commission of Architectural Review Board; and

WHEREAS, Drew Carneal will be fondly remembered and greatly missed by his wife of 50 years, Ann; children, Ann and Jack, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Drew St. John Carneal, a respected attorney and preservationist in Richmond; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Drew St. John Carneal as an expression of the General Assembly’s respect for his memory.
