HOUSE JOINT RESOLUTION NO. 248
Commending Robert N. Joyce, Jr.

WHEREAS, Robert N. Joyce, Jr., a respected legal professional who served the Rockbridge and Lexington communities for 34 years, retired as Commonwealth’s Attorney of Rockbridge County and the City of Lexington in 2015; and

WHEREAS, a native of Lexington, Robert N. “Bucky” Joyce graduated from Lexington High School and earned a bachelor’s degree from the University of North Carolina at Chapel Hill; he worked in the Washington, D.C., area and in Richmond before earning his law degree from Washington and Lee University; and

WHEREAS, Bucky Joyce began his legal career in private practice with Eric Lee Sisler, who became Commonwealth’s Attorney in the 1980s and appointed him as assistant prosecutor; in 2004, Bucky Joyce became Commonwealth’s Attorney after winning a special election to fill an unexpired term; and

WHEREAS, ably serving the people of Rockbridge County and Lexington as Commonwealth’s Attorney, Bucky Joyce won two more elections in 2007 and 2011; he earned the respect of judges, law-enforcement officers, attorneys, and defendants for his commitment to fairness and treating others with respect; and

WHEREAS, during his tenure as Commonwealth’s Attorney, Bucky Joyce adapted to increased caseloads, changes in sentencing guidelines, and new categories of crime specific to the electronic age; through it all, he was well-served by his personal knowledge of the Rockbridge and Lexington communities; and

WHEREAS, Bucky Joyce also worked to enhance the quality of life of his fellow residents as a member of numerous civic and service organizations, including Rockbridge Area Recreation Organization, Lexington Lions Club, Rockbridge Area Housing Corporation, and ARC of Rockbridge; and

WHEREAS, a man of great integrity, Bucky Joyce served the people of Rockbridge County and Lexington with the utmost professionalism, dedication, and distinction; and

WHEREAS, Bucky Joyce and his wife, Joan, have two grown daughters and two grandchildren; he plans to spend his retirement traveling to visit family and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Robert N. Joyce, Jr., on the occasion of his retirement as Commonwealth’s Attorney of Rockbridge County and the City of Lexington; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Robert N. Joyce, Jr., as an expression of the General Assembly’s admiration for his outstanding service to the Commonwealth.
