2016 SESSION
WHEREAS, while in the course of his duties, David Wallace, a respected law-enforcement officer with the Albemarle County Police Department, saved the life of an infant who was choking; and
WHEREAS, a veteran and a current member of the United States Army Reserve, David Wallace followed in his father’s footsteps as a police officer and has served and protected members of the public with the Albemarle County Police Department for 19 years; and
WHEREAS, on the morning of December 29, 2015, David Wallace was responding to the scene of a vehicle wreck when he received a call regarding a child in distress; the infant had begun choking on milk, then stopped breathing; and
WHEREAS, David Wallace, who strives to be prepared for any scenario, raced to help the child; he routinely carries an automated external defibrillator in his patrol vehicle and is fully trained in first aid techniques, like all Albemarle County police officers; and
WHEREAS, under intense pressure, David Wallace relied on his training and followed proper procedure, performing back blows and chest compressions, until the child started breathing again; and
WHEREAS, David Wallace is an exemplar of the compassion, dedication to duty, and professionalism displayed by law-enforcement officers throughout the Commonwealth; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend David Wallace for his role in saving the life of a choking infant in Albemarle County; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to David Wallace as an expression of the General Assembly’s admiration for his quick thinking and decisive actions.
