HOUSE JOINT RESOLUTION NO. 203
Celebrating the life of the Reverend Marvin Wayne Clipp.

WHEREAS, the Reverend Marvin Wayne Clipp of Colonial Heights, a respected teacher and principal who worked for Colonial Heights Public Schools for more than 30 years, a Baptist minister, civic leader, and a devoted husband and father, died on May 16, 2015; and

WHEREAS, Marvin Clipp was born in Martinsburg, West Virginia, and graduated from Carson-Newman College, now known as Carson-Newman University; he earned a master’s degree from Southern Baptist Theological Seminary and later did postgraduate work at The College of William and Mary and the University of Virginia; and

WHEREAS, Marvin Clipp began his teaching career in Rutledge, Tennessee, and then moved to Colonial Heights to teach English at Colonial Heights High School, where he also was head of the English Department; and

WHEREAS, in 1968, Marvin Clipp became principal of North Elementary School in Colonial Heights, serving for 20 years; in 1988, he moved to Lakeview Elementary School in the city and was its principal until he retired 10 years later; and

WHEREAS, as a young man, Marvin Clipp answered the call to the ministry and continued to serve churches throughout his life; his work began in 1957 when he became interim pastor of his home church, and he also was a minister while he attended college and seminary; and

WHEREAS, Marvin Clipp was minister of youth at Branch’s Baptist Church in Richmond, Winfree Memorial Baptist Church in Midlothian, and Colonial Heights Baptist Church, where he also served as minister of church growth; and

WHEREAS, additionally, Marvin Clipp was called to churches in rural Virginia; he was interim pastor of Olive Branch Baptist Church in Blackridge and was pastor of Ephesus Baptist Church in South Hill for 11 years; and

WHEREAS, giving back to his community was important to Marvin Clipp; he was president of the Colonial Heights Youth Services Commission and served on the Board of Directors of the Tri-Cities Family YMCA; and

WHEREAS, Marvin Clipp was a leader of several principals’ associations and served on the Board of Directors of the Virginia Association for Supervision and Curriculum Development; in 1988, he was nominated for the national Distinguished Principal Award by the Virginia Association of Elementary School Principals; and

WHEREAS, Marvin Clipp’s work with young people extended beyond classrooms and churches; he was a marathon runner who loved sports and coached high school football, basketball, and wrestling in Colonial Heights; he also was a high school basketball official and had been vice president of the area basketball officials’ association; and

WHEREAS, Marvin Clipp will be greatly missed and fondly remembered by Cornelia, his wife of 57 years; children, Connie and Randy, and their families; and many other family members, friends, and colleagues; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of the Reverend Marvin Wayne Clipp of Colonial Heights, a noted teacher, principal, and pastor, who dedicated his life to the service of others and the betterment of his community; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of the Reverend Marvin Wayne Clipp as an expression of the General Assembly’s respect for his memory.
