Celebrating the life of Caroline Jean Stalker.

WHEREAS, Caroline Jean Stalker, a respected attorney who ably served the Commonwealth on the staff of the Division of Legislative Services and the Department of Motor Vehicles and a beloved member of the Richmond community, died on December 31, 2015; and

WHEREAS, born in Glasgow, Scotland, Caroline Stalker moved to the Commonwealth with her family at a young age and attended St. Catherine’s School in Richmond; she received a bachelor’s degree from Washington and Lee University and was a member of the university’s first women’s varsity basketball team; and

WHEREAS, Caroline Stalker worked for a nonprofit organization in Washington, D.C., then pursued a law degree from Wake Forest University, where she was selected for Law Review; she served as a court clerk in Virginia Beach, then returned to Richmond as a staff attorney for McGuireWoods LLP; and

WHEREAS, Caroline Stalker began her career in state government with the Division of Legislative Services, where she staffed the House and Senate Committees on Transportation, then joined the Department of Motor Vehicles, where she continued working on transportation policy issues; and

WHEREAS, returning to the Division of Legislative Services, Caroline Stalker staffed the House Courts of Justice Committee; she earned the admiration of both legislators and her peers for her attention to detail, work ethic, humility, and quick wit; and

WHEREAS, a champion for animals in need, Caroline Stalker volunteered her time to rescue animals from high-kill shelters and transport them to adoption organizations; her compassion was evident in her unyielding devotion to giving animals a second chance at finding a loving home; and

WHEREAS, predeceased by her father, Dr. Campbell Grieve Stalker, Caroline Stalker will be fondly remembered and greatly missed by her mother, Ursula; brother, Stephen, and his family; and numerous other family members, friends, and colleagues; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Caroline Jean Stalker, a respected state government professional who spread joy to others in the Richmond community through her compassion and grace; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Caroline Jean Stalker as an expression of the General Assembly’s respect for her memory.
