Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23-2.7 as follows:

§ 23-2.7. Student health insurance coverage; opt-in.

Any public institution of higher education that offers to provide enrolled students with health insurance coverage shall provide such coverage on an opt-in basis.
