16102277DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 1-215.1 and by adding in Chapter 1 of Title 15.2 a section numbered 15.2-110 as follows:
§ 1-215.1. Fee.
"Fee" means a charge for a direct and immediate specific service, good, or permit received by the person paying the charge. The Commonwealth or any political subdivision thereof shall not impose a charge and refer to it as a fee unless the charge meets this definition.
§ 15.2-110. Fees.
No county, city, town, or other political subdivision of the Commonwealth shall impose a charge and refer to it as a fee unless the charge relates to a direct and immediate specific service, good, or permit received by the person or entity paying the charge.
