Be it enacted by the General Assembly of Virginia:

1. That § 51.5-100 of the Code of Virginia is amended and reenacted as follows:

§ 51.5-100. Operation of vending machines at rest areas on interstate highways.

A. The Department, in cooperation with the Department of Transportation, is authorized to operate vending machines at rest areas on the interstate highways in the Commonwealth and to use the net proceeds from such operations to establish and operate vending stands and other business enterprises as defined in Article 1 (§ 51.5-60 et seq.) of this chapter and to provide health insurance for blind vendors.

B. In any case in which the Department seeks to enter into a contract with a vendor for the operation of vending machines at rest areas on the interstate highways in the Commonwealth, the Department shall only enter into such contract with a business that has been certified as a small, woman-owned or minority owned business in accordance with regulations adopted pursuant to § 2.2-1606 or as a service-disabled veteran-owned business.
