16100544DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 17.1-281.1 as follows:
§ 17.1-281.1. Clerk shall receive pleadings commencing civil action despite failure to pay fees.
A clerk of a circuit court shall receive and file a complaint or petition commencing a civil action, or a counterclaim or claim impleading a third-party defendant, despite the failure of the person filing the pleading to pay the required filing fees and writ taxes.
