Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 17.1-313.1 as follows:

§ 17.1-313.1. Separate court dockets; guidelines.

The Supreme Court shall promulgate guidelines for the establishment of separate dockets by any court in the Commonwealth. Cases heard on a separate docket established by any court shall be treated in the same manner as cases not heard on such separate docket, and no court shall make a disposition in such cases if such disposition is unavailable to cases not heard on such special docket.
