An Act to amend and reenact §§ 1-508 and 2.2-1128 of the Code of Virginia and to amend the Code of Virginia by adding a section numbered 2.2-4323.1, relating to purchase of flags of the United States of America and the Commonwealth of Virginia by public bodies.

Be it enacted by the General Assembly of Virginia:

1. That §§ 1-508 and 2.2-1128 of the Code of Virginia are amended and reenacted and that the Code of Virginia is amended by adding a section numbered 2.2-4323.1 as follows:

§ 1-508. Director of General Services to have available flags of the Commonwealth for sale.

The Director of the Department of General Services shall have available at all times flags of the Commonwealth, to be offered for sale to the public in such manner as the Director may determine.

Such flags shall be of good quality, shall conform to the specifications prescribed in § 1-506, and shall be offered in the various sizes prescribed by the Governor pursuant to § 1-507, and shall be purchased in compliance with the provisions of § 2.2-4323.1.

The prices to be charged for such flags shall be at cost as determined by the Director.

§ 2.2-1128. Sale of state flag.

The Division shall have available at all times flags of the Commonwealth, to be offered for sale to the public in such manner and cost as the Division may determine. The purchase of all flags of the Commonwealth by the Division shall comply with the provisions of § 2.2-4323.1.

§ 2.2-4323.1. Purchase of flags of the United States and the Commonwealth by public bodies.

Notwithstanding any provision of law to the contrary, whenever a state or local public body or school division purchases a flag of the United States or a flag of the Commonwealth for public use, such flag shall be made in the United States from articles, materials, or supplies that are grown, produced, and manufactured in the United States, if available.

2. That the provisions of this act shall become effective on July 1, 2017.
