insert

Notwithstanding any other provision of law, general or special, in the event the closing schedule of a circuit court differs from that of a local governing body, for any employee of the circuit court clerk whose salary is paid either in whole or in part by the local governing body, the locality shall not require such employee to take a day of annual leave or reduce such employee's annual compensation.

2. That the provisions of this act shall not be construed to empower the Judicial Council to set the hours of operation of a circuit court clerk.
