SUMMARY AS INTRODUCED:

Employment of counsel to challenge federal rules establishing carbon emission guidelines for existing electric utility generating units. Requests the Joint Rules Committee to employ legal counsel to represent the Commonwealth in litigation challenging federal rules establishing carbon emission guidelines for existing electric utility generating units if the Office of the Attorney General, by July 1, 2015, has not instituted and is not diligently pursuing legal action on behalf of the Commonwealth that challenges the validity of the Clean Power Plan proposed by the U.S. Environmental Protection Agency.
