State and Local Government Conflict of Interests Act; prohibited contracts by officers and employees of hospital authorities. Clarifies that officers and employees of hospital authorities are included under the prohibited contract provisions for local officers and employees under the State and Local Government Conflict of Interests Act. The bill also lists exclusions from the general contract prohibitions that are specific to officers and employees of hospital authorities.
