SUMMARY AS INTRODUCED:
Constitutional amendment (first resolution); qualifications of voters; residency requirements. Authorizes the General Assembly to provide by law a method of voting for those voters who are registered to vote in a district but offer to vote at an incorrect precinct in that district.
