SUMMARY AS INTRODUCED:
Virginia Community Policing Act; report. Prohibits the use of biased-based profiling or excessive force by state and local law-enforcement officers and requires such officers to record certain data regarding motor vehicle and investigatory stops and complaints alleging the use of excessive force and report this information to the Department of State Police. The Department of State Police is required to develop a statewide database to analyze the data. The Superintendent of State Police is required to report annually on the findings of the analysis to the Governor, the General Assembly, and the Attorney General. The bill requires the Department of Criminal Justice Services to develop a model policy that embodies current best practices for the implementation and operation of a body-worn camera system. Sheriff's offices and police departments that have a high rate of occurrence of engaging in biased-based profiling or using excessive force are required to implement a body-worn camera system.
