HB 2318 High school graduation rate; Board of Education's formula for assessing rates.

SUMMARY AS PASSED:

High school graduation rate formula; Standards of Accreditation; exclusions. Requires the Board of Education (the Board) to report high school graduation rates that exclude any student who fails to graduate because he is in the custody of the Department of Corrections, the Department of Juvenile Justice, or local law enforcement. The Board will use these graduation rates for the purposes of the Standards of Accreditation. The Board will continue to report graduation rates that include such students. The bill has a delayed effective date of July 1, 2016, with the exception of a requirement that the Board report to the Chairmen of the House Committee on Education and the Senate Committee on Education and Health on the Board's progress toward updating its formula for collecting, analyzing, and reporting high school graduation and dropout data no later than December 1, 2015.

SUMMARY AS PASSED HOUSE:

High school graduation rate formula; Standards of Accreditation; exclusions. Requires the Board of Education's formula for assessing high school graduation rates, as applied to the Standards of Accreditation, to exclude from rates of on-time graduates each student who fails to graduate on time based on extenuating circumstances that are outside of the control of the local school board, as determined by the Board. Such provisions has a delayed effective date of July 1, 2016. The bill requires the Board to report to the chairmen of the House Committee on Education and the Senate Committee on Education and Health on the Board's progress towards updating its formula for collecting, analyzing, and reporting high school graduation and dropout data no later than December 1, 2015.
