SUMMARY AS INTRODUCED:
Use of body-worn camera system by law enforcement and other entities. Requires that any department, agency, or instrumentality of the Commonwealth or of any locality having jurisdiction over criminal law enforcement or regulatory violations adopt a written policy and procedure prior to purchasing or deploying a body-worn camera system and that such policy must comply with the model policy or guideline to be established by the Department of Criminal Justice Services. Such policy must contain provisions (i) governing the information provided to individuals being recorded and the rights of such individuals, (ii) specifying where and how long recordings are stored and who has access to such recordings, (iii) governing the public's access to such recordings, and (iv) providing for the review of such recordings.
