SUMMARY AS INTRODUCED:
Handheld personal communications device while driving. Prohibits using a personal communications device while operating a motor vehicle unless the driver is using a hands-free device and removes the exception that would allow holding such a device while the vehicle is stopped. The bill has a delayed effective date.
