References to obsolete tributary strategy plans. Removes out-of-date references to the tributary strategy plans that appear in the Virginia Water Quality Improvement Act of 1997. The tributary strategy plans have been replaced by the Chesapeake Bay TMDL Watershed Implementation Plan as the approach for cleaning up the Chesapeake Bay.
