2015 SESSION
WHEREAS, Frank Duke, the respected former director of the Norfolk Department of Planning and Community Development, was named a Fellow of the American Institute of Certified Planners in 2014; and
WHEREAS, the American Institute of Certified Planners (AICP) is the nation’s leading institute for the education and certification of professional planners; it provides leadership in the areas of ethics, professional development, and standards of practice in city planning; and
WHEREAS, Frank Duke was named a Fellow of the AICP for his contributions to the planning field and exceptional achievements in professional practice, teaching and mentoring, research, public and community service, and leadership; and
WHEREAS, Frank Duke is one of the most effective and highly respected planners in the southeastern United States, having introduced tiered land use regulations in the Counties of Bay and Palm Beach in Florida, Durham County and the City of Durham in North Carolina, and the City of Norfolk; and
WHEREAS, meeting the specific needs of each locality, Frank Duke developed a transfer of development rights program in Palm Beach County, a form-based code in Durham, and the first countywide zoning ordinance in northwest Florida in Bay County; and
WHEREAS, each of Frank Duke’s plans has received awards and accolades, and one of his concurrency programs in Florida was the first in the state to meet all state requirements and withstand legal challenges; now, therefore, be it
RESOLVED by the Senate of Virginia, That Frank Duke hereby be commended on his selection as a Fellow of the American Institute of Certified Planners in 2014; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Frank Duke as an expression of the Senate of Virginia’s admiration for his many contributions to the City of Norfolk and for his leadership in the planning field.
