SENATE JOINT RESOLUTION NO. 364
Commending Ted Edlich.

WHEREAS, Ted Edlich, a tireless supporter of the Roanoke community, retired as the chief executive officer of Total Action for Progress in January 2015 after 40 years of exceptional leadership; and

WHEREAS, a native of New York City, Ted Edlich served as an educator in Texas before relocating to the Commonwealth to become a Presbyterian minister in Botetourt County, where he led 11 Presbyterian congregations in the establishment of an urban ministry in Southeast Roanoke; and

WHEREAS, believing that members of a community should care for and support one another, Ted Edlich joined Total Action for Progress (TAP), then known as Total Action Against Poverty, and went on to become the organization’s second director in the 1970s; and

WHEREAS, under Ted Edlich’s able leadership, TAP became one of the largest community action agencies in the Commonwealth, offering many services, including educational programs, employment training, shelters, low-income housing, and neighborhood and community development; and

WHEREAS, during the 1980s, Ted Edlich formed a team of grant writers to secure funding for the organization, ensuring that Virginia residents in need could continue to participate in TAP’s many valuable programs; and

WHEREAS, admired as a visionary, Ted Edlich helped many TAP programs become thriving, independent nonprofits, such as Virginia CARES, Project Discovery, Feeding America Southwest Virginia, the Child Health Investment Partnership, This Valley Works, the Dumas Center, the Virginia Water Project, and the Terrace Apartments; and

WHEREAS, a hardworking, compassionate advocate for those in need, Ted Edlich has improved the quality of life of thousands of Virginians; with his active and articulate leadership style, he inspired countless others to follow his example; and

WHEREAS, after his well-earned retirement from TAP, Ted Edlich plans to spend more time with his beloved family and to continue serving the community as a consultant for other nonprofits; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Ted Edlich on the occasion of his retirement as chief executive officer of Total Action for Progress; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Ted Edlich as an expression of the General Assembly’s admiration for his outstanding service and commitment to Virginians in need.
