SENATE JOINT RESOLUTION NO. 357
Commending Culpepper Garden.

WHEREAS, in 2015, Culpepper Garden, an award-winning residential community with 340 apartments for seniors aged 62 and older, celebrates 40 years of providing affordable housing and support services for seniors in Arlington County; and

WHEREAS, more than 50 years ago, a group of visionaries in Arlington County tackled the growing problem of affordable housing for seniors, and in 1975, after 10 years of work, their efforts resulted in the opening of Culpepper Garden; and

WHEREAS, situated on five acres in the heart of Arlington County, Culpepper Garden is named in honor of Dr. Charles Culpepper, a botanist who made his private property available as housing for low-income seniors; and

WHEREAS, with 204 independent living apartments, Culpepper Garden provided the elderly in the community with a safe, affordable, and caring place to live; in 1992, an additional 63 independent living apartments were added; and

WHEREAS, responding to the growing need for care with innovative and comprehensive services, Culpepper Garden proudly opened its assisted living wing with 73 apartments in 2000; it was the first low-income assisted living residence of its type in the United States, and it remains the only such community in Arlington County; and

WHEREAS, through its groundbreaking efforts, Culpepper Garden has become a national model for senior care by providing reduced housing costs; accessibility to services; and medical care, transportation, social connections, and supportive services for long-term assisted living; and

WHEREAS, the onsite staff members of Culpepper Garden provide top-quality management and exceptional care, and programs and opportunities are available through extraordinary partnerships with government agencies, nonprofit organizations, the faith-based community, and volunteers; and

WHEREAS, for 40 years, Culpepper Garden has led the way in providing quality, affordable housing and services for seniors and has provided a special place where aging family members, neighbors, and friends can remain active members of the community; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Culpepper Garden for its many contributions to Arlington County on the occasion of its 40th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Culpepper Garden as an expression of the General Assembly’s admiration for the center’s long traditions of care for and service to senior members of the Arlington County community.
