WHEREAS, William D. Fagan, executive director of Bacon Street substance abuse treatment center in Williamsburg, steps down in 2015 after more than 40 years of service; and

WHEREAS, Bacon Street works with young people and families with substance abuse issues; it was founded in 1971 by concerned citizens and is a licensed nonprofit outpatient substance abuse center providing counseling, education, referrals, and prevention services; and

WHEREAS, William “Sandy” Fagan has spent his entire career focusing on youth substance abuse treatments; he has been involved with Bacon Street since its inception, first as a volunteer and board member, and in 1974, he joined the staff as a counselor; and

WHEREAS, after serving as clinical supervisor, Sandy Fagan, who lives in James City County, was named executive director of Bacon Street in 1977; throughout its existence, Bacon Street has stayed true to its mission to serve the youth in need who live in the Virginia Peninsula area; and

WHEREAS, Sandy Fagan’s expertise in the area of substance abuse treatment started when he was a young man; he served in the United States Army as an infantry officer and worked for the United States Department of Defense developing substance abuse programs for military dependents; and

WHEREAS, because of his experience and expertise in the field of substance abuse treatment and prevention, Sandy Fagan has been asked to consult with many public and private organizations, including schools and universities, police departments, and major corporations; and

WHEREAS, for more than four decades, Sandy Fagan has served Bacon Street and its clients with professionalism and distinction; he has many ties to the area, having received a bachelor’s degree and a master’s degree from The College of William and Mary; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend William D. Fagan for more than 40 years of exemplary service as executive director of Bacon Street substance abuse treatment center in Williamsburg; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to William D. Fagan as an expression of the General Assembly’s respect and admiration for his dedication to helping young people and families in the Commonwealth who seek substance abuse treatment, and best wishes on his future endeavors.
